This project will prepare the organization to lead the community as the recognized subject matter expert on decarbonization and environmental stewardship,leading community initiatives to transition towards a low-carbon future. OPPD engaged HDR to provide strategic direction for the Community project, prioritizing areas of focus and identifying potential partners to make meaningful impacts across service territory communities.
OPPD has been intently focused on developing an actionable strategy to decarbonize operations within direct control, including power generation, operations facilities, and fleet. Pathways to Decarbonization also considers another vantage point towards decarbonization, encompassing community-scale strategies that reach beyond those traditionally considered by electric utilities.
Identify specific community organizations to play an active and educated role in setting policy and strategic direction.
Document positions and strategies for advocacy based on value to decarbonization.
Develop plan to support Product Development on strategies with large impact to community organizations.
Develop plan to partner with a pilot community to demonstrate and learn from broad applicability of certain product strategies (per Customer plan).
We know that our work towards net-zero carbon enables change greater than electricity alone. Decarbonization will change nearly every aspect of our daily lives.

How the food we eat is grown and produced
How we manage waste
A net zero-carbon electricity grid opens doors for other community-scale decarbonization opportunities, such as electrified transpiration and buildings.

To provide insight to the perspective of community-scale decarbonization, HDR compiled a detailed catalog of actions extracted from a sample of city Climate Action Plans (CAPs). The CAP Catalog served as the foundation for HDR’s analysis, offering deep insights to how communities are focusing efforts to make progress towards ambitious carbon reduction goals.
CAPs were selected for inclusion in the catalog primarily based on the following reasons:
Regionally relevant, targeting communities located primarily in the Midwest.
Reasonable current, having been published in the past few years and containing sufficient detail to extract comparable information.
Relation to peer utilities, allowing benchmarking of how electric utility programs align with community-scale decarbonization goals
The following six communities' CAPs were incorporated into the CAP Catalog:
